Kalinga State University is FOI compliant

The office of the Presidential Communications Operations Office (PCOO) certified Kalinga State University as fully compliant with the requirements of the enhanced Freedom of Information pursuant to Executive Order No. 2 series of 2016 that operationalizes the people’s constitutional right to information in the public service and Memorandum Circular No. 2019-1 otherwise known as the guidelines on the grant of the Performance-Based Bonus for Fiscal Year 2019.

Under Section 5.5.b of MC 2019-1, the requirements to be complied by the concerned agency in order to be certified include updated People’s FOI Manual duly signed by the Head of the Agency and uploaded in the Transparency Seal page; FOI Reports that include Agency Information Inventory, 2019 FOI Registry, and 2019 FOI Summary Report likewise to be uploaded in the TS page; and screenshot of the agency website’s homepage containing a visible and functional FOI logo linked to the electronic FOI portal.

According to University President Dr. Eduardo T. Bagtang, the affirmation of KSU as fully compliant is the result of the collective effort of the different units guided by the university’s undertaking to recognize the people’s right to be afforded access to public records without unnecessary delay and the preservation of democracy and transparency in governance.

It can be recalled that FOI certification was included among the cross-cutting requirements which the concerned agency must comply in order to qualify for the grant of the Performance-Based Bonus (PBB).
