Kalinga State University Heads Undergo PRIME-HRM Orientation

DirectorTeresita Biteng, OIC CSCFO (Civil Service Commission Field Office) was the resource speaker on PRIME-HRM (Program to Institutionalize Meritocracy and Excellence in Human Resource Management) orientation for the heads of Kalinga State University (KSU) today at the Research and Development Conference Hall. The University Records Officer, Mr. Jay Lapuz, initiated the orientation.

PRIME-HRM is a mechanism aimed at elevating public sector human resource management to a level of excellence by implementing HRM systems, practices, and competencies that meet global standards. It focuses on areas such as Recruitment, Selection and Placement (RSP), Learning and Development (L&D), Performance Management (PM), and Rewards and Recognition (R&R).

Key Players of PRIME-HRM are the President, Vice Presidents, HRMO in collaboration with the different committees, Directors/ Chiefs of Works Units, Rank and File employees.

During the opening remarks, Dr. Rhonda Vail Leyaley, Director for Quality Assurance, expressed confidence in the participants, stating, "We have been chosen for a challenging task, but with God's grace, we can succeed."

Dr. Eduardo T. Bagtang, the University President, encouraged everyone to internalize the knowledge gained from the orientation and emphasized the importance of performing their jobs diligently. He added, "Let us individually reflect on whether we are fulfilling our responsibilities in our respective offices."

Biteng conducted a workshop on the four specific areas of recruitment, followed by a critique of the participants' outputs.

In his closing remarks, Dr. Romualdo U. Wacas, University Chief Administrative Officer, highlighted the connection between good people and excellent service, stating, "Good people equal good service, and excellent people equal excellent service." He reminded the participants of their commitment to transform KSU into a PRIME-HRM university.

The orientation aimed to equip KSU heads with the necessary knowledge and skills to enhance human resource management practices, promote meritocracy, and achieve excellence in service delivery.
