KSU and BJMP-Kalinga Sign MOA for College Education Behind Bars Program

Tabuk City, Kalinga – The Kalinga State University and the Bureau of Jail Management and Penology (BJMP) – Kalinga District Jail signed a Memorandum of Agreement (MOA) formalizing their partnership for the implementation of the College Education Behind Bars (CEBB) program yesterday.

The MOA signing ceremony was held at the BJMP-Kalinga facility, led by KSU President Dr. Joy Grace P. Doctor and BJMP-Kalinga Warden, JSINSP Noel G. Dulnuan.

In her message, Dr. Doctor emphasized the importance of education and encouraged the beneficiaries to continue their studies and finish their degrees even after their release from prison. She assured the PDLs of KSU's commitment to providing quality education and support throughout their academic journey.

Warden Dulnuan expressed his gratitude to KSU for initiating the program, recognizing its significant impact on the rehabilitation and reintegration of PDLs into society. He highlighted the importance of education in transforming lives and providing a brighter future for those who have made mistakes.

The rationale for the CEBB program was delivered by Dr. Karen Duyan, Dean of the College of Entrepreneurship, Tourism, and Hospital Management (CETHM) at KSU. She emphasized the university's commitment to its extension programs and its role in contributing to national development.

The MOA outlines the responsibilities of both parties, including the provision of educational materials, the conduct of classes, and the maintenance of a secure learning environment within the jail facility.

Dr. Perfelia Buen, KSU board secretary and a member of the Catholic Women's League, announced that the organization, along with other donors, will be providing school supplies to the PDL-students.

The CEBB program aims to provide educational opportunities to qualified and interested PDLs, offering them a chance to improve their skills and increase their chances of successful reintegration into society upon their release.

This partnership between KSU and BJMP-Kalinga exemplifies the commitment of both institutions to promoting education and providing opportunities for personal growth and development, even for those who are incarcerated.
