KSU-SSC Initiatives Promote Student Welfare: Successful Road Safety Conference and First Aid Training

Kalinga State University commends the proactive efforts of its student leaders particularly the University’s Supreme Student Council (SSC), Bulanao Campus for successfully organizing two consecutive activities that aims to promote the welfare of the university students.

November 23, 2023, The Road Safety Conference with the theme “Let's talk about it” took place at the University gymnasium followed by the first Aide and Basic Life support training and workshop held the next day, November 24, 2023. These two-day activities, initiated by KSU-SSC are in partnership with the Philippine Red Cross–Kalinga Chapter.

According to Ms. Zin Xiyi O. Gup-ay, KSU-SSC President, Bulanao Campus most students at Kalinga State University, Bulanao Campus, own and drive motorcycles, and some even drive a service vehicle. This observation prompted her team to initiate the Road Safety Conference as part of the observance of the Road Safety Week.

During the event, KSU President Eduardo Bagtang and the Chairperson, SP Committee on Transportation, Hon. Counsilor Marc Rainer Duguiang extended their messages highlighting the relevance of such activities that cater to the welfare of each student.

The event resource speakers included the Provincial Director of the Land Transportation Office, Kalinga, Ms. Jennilyn C. Angngog who talked about Road Safety Rules that tackled Driver's license and permit issuance, the relevance of Motor and vehicle Registration, the mandatory use of motorcycle helmet as stated under section 3 of R.A No. 10054 “Motorcycle Act of 2009”, fines and penalties, the use of traffic signs (warnings, informative signs,) supposed speed limits, Proper use of pavement markings such as pedestrian lanes, yellow lanes, including the proper use of roundabouts. The highlights of the discussion were the common grounds of motorists.

On the other hand, PMSG Harvin Baguioyon, the designated PNCO Traffic Action Officer from the Philippine National Police (PNP), discussed the Road Safety Protocols and Road Dynamics. The Ten (10) Commandments on safe driving, Driver’s Obligations, Defensive driving, Right of Way, and signals. Philippine Red Cross – Kalinga Chapter service representative Mr. Raffy Liwan likewise discussed Community First Aid.

The second activity, the First Aide and Basic Life Support Training and Workshop provided the students with the basic knowledge of providing medical assistance in the absence of medical practitioners or responders.
